Pesticide Use Enforcement
The primary goal of California's county Agricultural Commissioners' Pesticide Use Enforcement program is to "Promote and Protect" agriculture, human health, and the environment. Agriculture is the number one industry in Glenn County, valued at nearly $744,304,000 (2020 Glenn County Crop and Livestock Report). The Glenn County Department of Agriculture is committed to protecting human health and the environment, dedicating the majority of staff time to this program. Our department partners with the California Department of Pesticide Regulation (CDPR) and the Structural Pest Control Board (SPCB) to enforce state laws and regulations pertaining to pesticide use, sales, permitting, licensing, worker protection, and pesticide use reporting.
Primary activities include:
- Issuing both Restricted Materials Permits and Operator Identification numbers to property operators and land owners who wish to purchase and use pesticides
- Evaluating proposed applications to determine if specific pesticides can be safely and effectively used
- Performing Pre-Application inspections to confirm proper preparation of the site and acknowledging any sensitive areas of concern
- Performing pesticide use monitoring inspections, focusing on employee safety and environmental protection
- Performing Headquarter and record inspections to confirm compliance with state and federal laws
- Reviewing Pesticide Use Reports to monitor the use of Restricted Materials and track the use of commercial and agricultural use of pesticides within Glenn County
- Investigating complaints of pesticide misuse and taking corrective action when appropriate
- Providing education and outreach to the community and to our growers

GROWERS/PCBs: Before you Spray – check for Bees!
Click here to see if bees are being kept within one mile of your application site. Not all registered beekeepers request notification however, as an applicator, you are required to check for apiaries around the site prior to spraying a pesticide toxic to bees. This is only applicable to sites with blooming plants. This includes not only the planted crop but also any weeds in the field and adjacent fields, roadsides, or ditches. The website BeeWhereCalifornia includes "Bee Check", a tool used to alert you - the applicator about bees in the vicinity of the application site. A Bee Check shall occur at least 48 hours before each application date. This system replaces the Tri-County Bee Notification System. If you have any questions, please call the office at 530-934-6501.
